Responsibility for Workers' Health, Safety and Welfare

The management is required to ensure that all prevailing laws and regulations regarding the health, safety and welfare of the workers are respected. Producers shall have a document that identifies at least one member of the management for this purpose. (AF 3.6.1)

It is recommended that regular two-way communication meetings take place between the management and the workers. Records of such meetings should be kept. (AF 3.6.2)

A producer (who is also the owner of the farm) has appointed himself to be responsible for implementing worker health, safety and welfare issues. He has not documented this because he only has three workers and, being the producer, he is in any case responsible for managing all aspects relating to Good Agricultural Practices. Is this allowed?

There must still be a written document to make sure that the producer is always clearly identifiable and his workers are fully aware of it. In situations where only the producer is working on the farm (he does not have any workers) or he is working only with his son, this does not necessarily have to be formally documented.
